Event collection Server for Axis Cameras

In parallel to full usage of Blue Iris functionalities, I would like to collect and manage TCP events that are generated by my cameras (2 Axis P1344 and 1 Q1602).

Camera side (i.e. event source side) it is quite straightforward but, not having experience on setting up an event server (collector side) I'm struggling on where to start.

I'm running Windows 7 Professional 64bit.

Any useful hint or direction ?

There does not seem to be much out there for this.  I did find this older project - http://sourceforge.net/projects/imagelogistix/files/netcamtcpserver/netcamtcpserver_v0.1/

That links to a java program that receives TCP input. The docs show how to use it to trigger Internet Explorer to launch.  I have not played with it yet.
